It was unclear if the President was putting up his dukes, ready for a fight, or if he was doing his improv “Brrrr… I’m cold and wearing a big jacket” object work. (I reference improv fairly often here. That’s because I do a lot of it  If you happen to live in/near NYC, you should come to the Upright Citizens Brigade Theater tonight at 11pm. My team Thank You, Robot is going against Reuben Williams in Cagematch.)
